The Citadel's Navy ROTC unit celebrated the U.S. Navy’s 232nd birthday on Oct. 12 at Toucan Reef in downtown Charleston. Guest speaker was retired Rear Admiral James H. Flatley III. Afterward Col. Kevin Frederick, commanding officer of the ROTC unit, presented Flatley with a framed photograph of Padgett-Thomas Barracks.
